4 ETA appears to be defined as the estimated time of arrival. It's fine to use either format. ETA is used to answer the question, "When is X expected to arrive? ", which can be answered either as, "In 20 minutes" or "At 4:30 PM". In other words, either usage is correct.

The textbook I'm using, "Reading Greek, Grammar and Exercises" seems to side with atticgreek.org, which has epsilon being like "pet" and eta being like "hair". However to add to my confusion, "hair" is transcribed with the IPA ɛ based on a transcriber, which is the same as pet. Can someone help me figure out the IPA symbols for eta and epsilon?
